The Questions Surrounding Obama's "Change"

(Washington-1/28/2009 12:10 A.M.)

With his executive orders to shut down the Guantanamo Terrorist Prison among other things, The U.S. citizenry is looking forward to Mr. Obama's oft mentioned "change".

However, each policy poses many problems. How far he gets within his first 100 days in office is what will determine whether his administration will be in power for another 4 years.

The orders that has garnered the most attention is the closing of the Guantanamo Bay prison and the outlawing of torture of it's prisoners. Moreover, Obama has made clear that he will bring an end to what has become known as "Bush's War" while restoring America's damaged moral standing in the fight against terrorism.

That being said, a major problem is what to do with suspects held in Guantanamo whom are thought to be "Dangerous Terrorists" who would restart Anti-American activity. One the one hand, the banning of torture, while seen as important in gathering information could easily be ignored by the Army. Such is the worry of prominent left wing civil rights groups who have already voiced concern.

The other "bad inheritance" from the Bush years is the Iraq war. One of Obama's campaign promises he made on the 21st was the "withdrawal of American forces from Iraq within 16 months."

Meanwhile Defense Secretary Gates has said "16 months was just one of many options." Also, Ambassador Ryan Crocker warned; "A precipitous withdrawal could be dangerous. I fear Al Qaeda would go on the offense again." To add, the Status of Forces agreement which leaves the final withdrawal deadline for 2011 leaves room for flexibility.

On the other hand, Mr. Obama has maintained a distinctly liberal stance on domestic and environmental issues, abortion in particular. His stance of lifting federal funding bans for international family planning organizations is an 180 degree turn from the Bush Administration.

With regards to environmental policy, Mr. Obama appointed new staff to tackle the Climate Change and Energy issues. In contrast to Bush, who rejected the Kyoto Protocol, Mr. Obama has revealed that he will join the 15th United Nations Climate Change Conference in Copenhagen as part of a "Post-Kyoto Protocol" conference.

On the 27th, President Obama called Russian President Medvedev for the first time to focus on repairing the deteriorating U.S.-Russian relations, according to Press Secretary Robert Gibbs.

Mr. Obama pointed out that the two countries have large roles to fill in the curtailing of both nuclear weapons and nuclear proliferation. He also emphasized the importance of cooperation in the solving of the world's financial crisis.

Both agreed that as two post-Cold War leaders, both countries could benefit from creating fundamentally different U.S.-Russian relations compared with the past.

Under the Bush Administration, European Missile Defense was a sticking point for Russia while the Russian invasion of Georgia was one for the U.S. That resulted in the coldest relations between the two countries since the Cold War.

On the 26th, the U.S. Senate approved Obama's designated Treasury Secretary; Timothy Geithner. He has formally chairman of the New York Federal Reserve Bank.

It was discovered today that Geithner failed to pay taxes during the years of 2001-03 while at the IMF. The taxes amount to $30,400. Republican opposition hinged on that issue. The confirmation was delayed to due this, but with his great knowledge of the credit markets and apparent skill, the verdict came out as 60 for, 34 against.

Together with National Economic Council Chairman Summers, Geithner carries a heavy responsibility to create a countermeasure against the economic crisis. With the gravitas of an impending calamity, Geithner said; "A crisis of this magnitude has to be dealt with the strongest force possible. If we don't deal with it as such, the final cost will be much greater than it is now." For him the largest problem will be the country's overwhelming debt.

President Obama Changes Environmental Policy, Aims For Strict Auto Emissions Regulations
Washington-1/27/2009 1:33 A.M.

http://www.asahi.com/international/update/0127/TKY200901260299.html

After his inauguration, President Obama announced a clear effort on the part of Environmental Policy. He ordered a strengthening of the EPA's environmental policies. He aims for a huge change from the Bush Administration by approving strict automobile emission standards like those seen in California on the 26th

The Obama administration wrote off on California's strict emissions regulations as part of a larger tackling of the country's atmospheric pollution problem but enforcement rests with the EPA.

There was no such EPA enforcement under Bush but Obama announced "The Federal Government must work in tandem with States to reduce greenhouse gases. Up until now, Washington was just a hindrance to California's aims."

American Newspapers report that in addition to California, 14 other states are on board with 4 more planning to enter into cooperation.

Also the Department of Transportation announced it's planning a fuel efficiency goal of 15 kilometers per litre of gas by 2020 for new cars. The application of the new emissions standards will be decided upon in March.

According to Reuters, Mr. Obama appointed former Clinton Global Warming Aide Todd Stern to be a special Climate Change Envoy to address the growing environmental change and pollution problem.
